Roche to sell cheaper cancer drugs in India

MUMBAI (Reuters) – Swiss drugmaker Roche Holding (ROG.VX) plans to offer cut-price versions of two blockbuster cancer drugs for the Indian market soon, a company spokesman said on Friday, days after the government moved to slash the price of another cancer treatment.

India stripped German group Bayer (BAYGn.DE) of exclusive rights to Nexavar earlier this month and licenced a local company to produce a cheap, generic version, on the grounds poor that Indians could not otherwise afford the life-saving drug.

Roche, the world’s biggest maker of cancer drugs, said it would offer “significantly” cheaper, locally branded versions of its two cancer drugs, Herceptin and MabThera, by early next year, under an alliance with India’s Emcure Pharmaceuticals.

“The scope is to enable access for a large majority of patients who currently pay out of pocket as well as to partner with the government to enable increased access to our products for people in need,” spokesman Daniel Grotzky said by phone from company headquarters in Basel, Switzerland.

Monthly doses of Herceptin, for breast cancer, and MabThera, for cancers of the blood and lymph system, cost around $3,000 to $4,500 per patient at wholesale prices, Grotzky said.

“With this strategy, we expect to significantly increase the number of patients treated with our therapies and help patients currently under treatment to continue to use our products properly,” he added.

He would not be drawn on how much the local versions would cost, nor whether Roche was responding to the Bayer case.

The move highlights a growing debate about the cost of modern cancer medicines, which often work far better than traditional chemotherapy but come at a much high price.

In other areas of medicines – notably HIV/AIDS drugs for Africa – drug companies have already cut prices substantially. More recently, some firms, including GlaxoSmithKline (GSK.L), have also been experimenting with discounts on certain products in middle-income countries.

However, Roche has in the past argued that consumers everywhere should pay the same price for its cancer drugs.

NEW DRUG NAMES

The Swiss company said the cheaper versions would be renamed for the Indian market and be packed by Emcure Pharmaceuticals in an effort to gain market share, confirming an earlier report in the Wall Street Journal.

The decision to give the cheaper versions distinct names for the Indian market may help Roche limit the risk that wholesalers buy up the products and try and re-sell them in premium-priced markets such as the United States and Europe.

The trading of pharmaceuticals by middlemen, often via Internet pharmacies, is a growing headache for drug companies and can conceal counterfeits – as happened recently when fake copies of Avastin, another Roche drug, where shipped from the Middle East through Europe to California.

Under the deal with Emcure, Roche will continue to make the cancer medicines at its plants in the United States, Singapore and Germany and ship vials of the drugs to Emcure for packaging. Grotzky added that the alliance was triggered in part by India’s desire to see global pharmaceutical companies sign partnerships with Indian companies.

In the Bayer case, the Indian government for the first time issued a so-called compulsory licence to local drugmaker Natco Pharma (NATP.NS) to make and sell a generic version of Bayer’s Nexavar, a liver and kidney cancer drug, inside the country.

Under world trade rules, compulsory licences are available to nations to issue in certain cases where life-saving treatments are unaffordable.

With around 40 percent of India’s population living below the poverty line, healthcare is an upper-middle-class luxury.

Campaigners for cheaper access to drugs hailed the Bayer decision, which was taken after the country’s patent office said Nexavar was not “reasonably affordably priced”.

But the ruling reignited fears amongst global drugmakers like Pfizer (PFE.N), GlaxoSmithKline and Novartis (NOVN.VX). They see huge potential in rapidly growing economies such as India but are wary of intellectual property protection.

Natco will retail Nexavar at 8,800 rupees ($172) for a monthly dose, a fraction of the 280,000 rupees ($5,469) Bayer’s version costs.

The Division of Development and Alumni Relations is strategically critical to the mission and goals of RIT. We are a team-oriented, high-energy environment that works with all areas of the university to increase the involvement of alumni and other friends in the life of RIT. Our primary goal is to maximize fundraising opportunities and alumni involvement on behalf of the university.

Brief Description

The Executive Director of Communications and New Media is responsible for crafting and coordinating the communication messages and execution plans for the Division of Development and Alumni Relations.

Detailed Description

The Executive Director?s work encompasses external communication with primary constituents of alumni, donors, and prospects, along with internal communication within the Division. Communication strategies involve all vehicles including, but not limited to, Web, alumni online community, direct mail, printed proposals and development collateral materials, invitations, videos, speech writing, and social media. This professional serves as a leader of the Division, but is also a hands-on contributor to the work of the team.

Positions reporting to the Executive Director include: Director of Development Communication; Senior Associate Director of the Fund for RIT; Electronic Communications Specialist; Web Development Specialist. A part-time Graphic Designer and student workers complete the team.

Major Responsibilities : Serves as a member of the Division?s Leadership Team, working collaboratively with colleagues in support of the mission of the Division and of the university. Coordinates and guides the work of the six-member communications team, encouraging consistent messaging, concept development, and collaboration across functions. Hires, trains, manages, and mentors permanent, temporary and student employees.

Develops metrics for and tracks progress toward communication objectives. Works collaboratively with the university?s Chief Communications Officer and other communication professionals across campus. Personally plans and implements strategies focused on electronic outreach to alumni, including a monthly e-newsletter; regional chapter, college-focused, reunion and alumni benefits announcements; Fund for RIT solicitations in coordination with Fund Executive Director; surveys; and correspondence related to Institute objectives.

Supports the communication requirements for all fundraising and donor stewardship activities. Manages special communication initiatives for the President or Vice President as requested. These may include development of an annual report, President?s Letter, economic impact report, or the like. Oversees the development and maintenance of all Division of Development and Alumni Relations Web sites and e-commerce initiatives. Manages, in coordination with the Office of the Vice President, the internal monthly electronic newsletter Tiger Talk . Serves on the editorial board of RIT: The University Magazine and has direct oversight of the Class Notes section of the publication. Serves as a liaison to the Alumni Association Board of Directors and facilitates Communications Committee meetings.

Orchestrates communication and messaging training for the Division. Develops initiatives to increase alumni membership in the Alumni Online Community. Coordinates the development and maintenance of the Alumni Online Community, including an online alumni directory, alumni business directory, vanity email addresses, online class note submission system, and broadcast email tool. Manages periodic alumni surveys and develops plans accordingly. Consistently benchmarks communication vehicles and initiatives with peer institutions. Develops policies and procedures in regards to communication with constituents and release of information. Serves on various committees across campus. Performs administrative functions as necessary. The Executive Director will be expected to represent RIT in a variety of settings and may be assigned to projects and duties, which do not necessarily fit into the categories above.

Job Requirements

Requirements : Bachelor?s degree required, Master?s preferred. Proven success with a minimum of 7-10 years professional experience in communications. Experience in alumni relations, leadership development, volunteer management or fundraising a plus. Background in various communications media, marketing communications, or branding also preferred. Excellent interpersonal, organizational, leadership and management skills. Outstanding verbal, presentation, and written communication skills: an attentive listener, articulate public speaker, and clear and persuasive writer. High energy, clear goal orientation, and attention to detail. Current knowledge and technical understanding of communications tools (all varieties) available on the market and experience in connecting with a large, diverse audiences. Computer/information management aptitude required and proficiency with personal computers and office software. Ability to independently initiate, organize and complete program/project plans. Buffett gains ground in hedge fund bet – Fortune Finance – CNN

FORTUNE — Results are in for 2011, the fourth year of the 10-year wager that is sometimes called, rather loosely, The Million-Dollar Buffett Bet. In this competition about investment performance, Warren Buffett is contending that an S&P 500 index fund will outscore the average return of five hedge funds of funds picked by his betting opponent, New York asset management firm Prot?g? Partners.

The standings now — which we will reveal in a minute — inevitably bring to mind Buffett’s reaction after the bet’s first year, 2008.

Both sides were clobbered in that market year from hell. But Prot?g?’s fund-of-funds picks (whose names, by the terms of the bet, have never been publicly disclosed) were down, on the average, by “only” 23.9%. Vanguard’s Admiral shares, which are Buffett’s entry in the bet, lost a dismal 37%.

From this way-behind position, Buffett was quoted in Fortune as saying, “I just hope that Aesop was right when he envisioned the tortoise overtaking the hare.”

And that’s close to what has since happened. Buffett’s index-fund tortoise won the second and third years and — you are reading it here first — also prevailed in the fourth. Not that the 2011 winner was much of a star: Admiral shares were up only 2.08%. But the five funds of funds, on the average, were down 1.86%.

All of which leaves tortoise and hare gasping alongside each other at the end of four years — and having absolutely nothing to cheer about. Prot?g? is still a bit ahead. But its funds of funds, on the average, are in the minus column for the period by 5.89%. Admiral shares are down 6.27%.

If we really mix metaphors and think about this contest as a baseball game, what we have here is a 0-to-0 tie after four innings, with each side doing nothing but striking out and alienating every fan watching.

The wager, however, has produced one sterling investment over the four years — and that was made, without brilliance aforethought, by Buffett and Prot?g? themselves. A little background: The idea was to set terms that would deliver $1 million to a charity chosen by the winner. If Buffett triumphs, the money goes to Girls Inc. of Omaha; if it’s Prot?g? on top, the beneficiary is Absolute Returns for Kids.

To ensure that $1 million would be there at the end of the bet, Buffett and Prot?g? each put up roughly $320,000 to buy a zero-coupon Treasury security. The total of about $640,000 was used to purchase a bond that will be worth $1 million at the bet’s conclusion. This collateral is being overseen by the Long Now Foundation of San Francisco, which administers “long bets” set up by any competitors wanting to memorialize a gamble.

In a period of declining interest rates, which we certainly have had, what happens to a zero-coupon bond is that its market price races toward the maturity value — $1 million in this case. Recently, the value of the Buffett-Prot?g? bond was about $930,000, which means that in just over four years it is up 45% from the purchase price. That doesn’t match the payoff from Apple (AAPL), but it’s a heck of a run during a time when the general stock market was a dog.

Both Buffett and Ted Seides, the Prot?g? partner who engineered the 10-year-bet, are well aware that the returns to be earned by the zero-coupon bond from its price today can be no better than meager for the nearly six years left in the bet. That’s because the ceiling is the bond’s maturity value of $1 million. The view is definitely unappealing, says Seides: “We’re looking at annual returns that won’t be much better than 1%.”

So the two sides began a few weeks ago to talk to the Long Now Foundation about its selling the zero-coupon bond and putting the proceeds into an investment that putatively could deliver the winning charity more than $1 million when the bet winds up. For victims, ID theft turns taxes into nightmare

After Meghan Bach learned last year that her husband?s identity had been stolen to collect a fake tax refund, she spent perhaps 200 hours working to resolve the issue with the IRS and other agencies.

She thought she had been successful until the family returned home from a vacation this month to find that her husband?s identity had been stolen again.

??It?s just appalling,? she said.

The IRS has acknowledged that identity theft tax fraud ?- stealing someone?s Social Security number to file a fake tax return and collect a bogus refund ?- is one of the most complex issues it deals with.?Victims?describe hours of phone calls, piles of correspondence and long periods of silence in which they aren?t sure whether their problems are being resolved or not.

The tedious process has left some victims worried about what will happen when they file this year?s tax returns.

?Of course I?m nervous,? said Dr. Vera Rosado, 33, who found out last year she was a victim?and still has not been able to get it resolved with the IRS.

Rosado, a physician studying infectious diseases in Indianapolis,?was recently told to file her fraud affidavit for a second time and her 2010 return for a third time after?previous filings was lost. She said the IRS has told her it could take another few months to get the new paperwork processed.

She is waiting to get an approximately $3,000 refund check from last year?s return, which she plans to use toward medical board exams.

The IRS estimates 404,000 people were victims of identity theft tax fraud from mid-2009 to the end of 2011, and officials say the problem is growing.

The agency recently set up a specialized unit to just to deal with identity theft tax fraud, and it is expanding its screening process aimed at flagging this type of fraud. The issue also has attracted the attention of the some U.S. Senators. On Tuesday, a finance subcommittee held a hearing on the matter.

The IRS said it could not comment on specific cases such as Rosado?s and Bach?s because of privacy laws.

Experts say the IRS is working hard to root out identity theft tax fraud in the approximately 140 million tax returns that come in each year. But some believe the problem will get worse before it gets better because it will take time to train staff members to root out and deal with such issues.

?For the next four to five years it?s going to be a learning curve for everybody across the country,? said Jay Foley, a partner with ID Theft Info Source.

Foley said one issue is that IRS employees who aren?t part of the identity theft unit may not know how to handle such complaints. That?s why they might audit tax forms instead of use them in an investigation, for example, or not file paperwork correctly.

He recommends that anyone who is a victim of such fraud work directly with the identity theft unit and also contact the Taxpayer Advocate, an independent agency charged with assistant taxpayers who are having problems.

Foley said the bad news is that there is little people can do to shield themselves from such fraud attempts.

?There?s absolutely nothing that can be done at this point in time that?s going to give you a guarantee of safety,? he said.

Bach, a real estate agent who lives in San Diego, found out her husband had been a victim of identity theft tax fraud in March 2011, when she tried to file their taxes and learned that someone had already filed a return using her husband?s name and Social Security number.

Over the next year, she said she spent several hours each week working with the IRS and other government agencies to get the fraud resolved on behalf of her husband, a military doctor.

At one point, she sent the IRS summaries of her past 10 years of tax returns in order to prove that she and her husband were the true taxpayers. Instead, she said, the IRS audited one of those returns and presented her with a bill for nearly $900.

She paid that bill, then successfully contested a later IRS attempt to audit another past return she had provided to prove her family?s identity.

Eleven months later, the family finally got its refund for the 2010 return and she figured the issue had been resolved. But a few weeks ago, they returned from a Disneyland vacation to find letters from the IRS that had been addressed to her husband had instead been sent to an address down the street that had recently been used as a rental. The mail had been returned to the post office and redelivered to Bach.

One letter, sent to the other address, was informing the family that they had once again been victims of tax fraud for the 2011 tax year. The second letter said that a refund of more than $10,000 was being applied to an existing balance of more than $12,000 that the letter said the family owed the IRS.

Bach said the family had not yet filed their 2011 taxes and was not scheduled to receive a $10,000 refund for the year. They also did not owe the IRS any money ? in fact, after their fraud had been resolved, she said the IRS had sent them a refund for 2010 with interest.

Bach surmises that the fraud might have occurred at the address where the IRS correspondence was sent. She doesn?t know if the IRS sent any other correspondence to that address.

Bach and her husband immediately went to the local IRS office to get the address issue corrected. In addition, she said she has left multiple messages with the IRS identity theft case manager she has been working with but has not heard back. She plans to file her real 2011 tax return this week.

Bailey Yahraus, 30, found out four years ago that her husband and young children?s Social Security numbers had been used to file a fraudulent return. The couple got it resolved, and for the next couple years they used a tax filing service to file their returns with no problems.

This year, Yahraus decided to file her return herself using an online tax service. That?s when she found out that her children?s Social Security numbers had already been used by someone else claiming them as dependents.

Yahraus, who lives in Montpelier, Ohio, has been trying to figure out how she can keep the Social Security numbers from being used fraudulently again. She?s worried about what effect the ID theft might have on her kids when they become adults.

But after a rough few years in which both she and her husband lost their jobs and got new ones, she hopes to shield them for now.

?They?re 8- and 9-year-old boys,? she said. ?They?re worried about baseball, basketball (and) football.?
